Besides registering the boat, what are all the requirements like for the operator…is there and safety classes or operator permits required?

Mainly for boats around 12-35′ in length.

Basic boat requirements
1. registration (as you know).
2. PFD for each person (life jackets)
3. Obeying the capacity limitations on the boat’s "capacity plate".
Depending on length/motor type you may also require
a. emergency signaling devices/lights
b. fire extinguishers
c. labeling for heads (toilets) and garbage discharge requirements

To actually pilot the boat you’ll need to be 21 or over, OR have taken an approved boating course. The classes are low cost and cover a LOT of stuff you might not have thought of otherwise, like weather considerations, emergency procedures, fuel budgeting, right of way, and so on. If you’re going boating I’d strongly recommend taking one of these courses, whether you need it to pilot a boat legally or not.

Requirements for boats vary significantly based on a number of factors, but this should give you a good idea of what is needed basically. Your best bet is to get a free courtesy inspection from the local Coast Guard Auxiliary. They’ll let you know what is required without any penalties. If you get caught on the water without something that is required, the penalties can be stiff.
