Actually Contra Costa Sheriffs Department follows federal law as it relates to boating laws…..As i’m sure they are not the only agency to do this…

Children should …
Children should wear life jackets on a boat, but it is hilariously stupid that they have to wear them if they want to go swimming too! You can’t swim in a life jacket, it is intentionally designed to prevent the necessary movements to swim (so even if you’re unconcious you won’t drown).
Kids should be taught how to swim, they shouldn’t be alone, but to completely deny them the ability to swim is screwed up. (I know this law exists in Sacramento, don’t kow about elsewhere).
