What is the most efficient way to protect a propeller from injuring someone?

What are your thoughts on covering an aircraft’s propellers in something similar to an Air boat’s “screening” to prevent injury to people loading supplies, etc onto the aircraft?

Is it Illegal to canoe/kayak across the English Channel without support?

The French authorities appear to have legislation which prohibits a non-seaworthy vessel from coming within a certain distance of the shore. And the cross channel association seem to say that a support vessel is a requirement, but then they would because they have a vested interest in supplying their own boat which they charge for.

N.b EU citizens have free movement between EU countries, so no issue there.

A source or reference would be very useful please. Thanks.
